With the rise of the nation-state in the 18th and 19th century is was more or less a given that governments would carry the “burden” of funding higher education: a large share of the graduates were taken up in positions in the government`s bureaucratic apparatus. More recently, governmental financial support has been reduced and higher education institutions become more dependent on additional income from private sources. What does this imply for the nature of higher education? Likewise, financial support for students is undergoing fundamental changes, many in the direction of higher contributions or debts (postponed contributions) of students. Fair or unfair?
